Supervisor Hargrave called the meeting to order at 7:30 p.m. The following Town Board Members were
present:

A motion was made by Councilwoman Sutch, seconded by
Councilman Weed to approve the minutes of the March 14, 2006 & March 31, 2006 meetings as submitted.

Communications – Town Clerk read legal notice placed
in Daily Gazette on 3/17/06
advising public that Town Board would hold zoning workshops to review the
current zoning regulations for updates starting at 7:00 p.m. on the following
dates: 3/20/06; 3/27/06; 4/5/06;
4/10/06; 4/17/06; 4/24/06; 5/3/06; 5/8/06; 5/15/06; 5/22/06 & 5/29/06. Correspondence was received from the State of
NY Department of Transportation regarding Notice of Order for 45 MPH speed
limit reduction for Dean Lung Road
between Route 29 and Mechanic
Street.
Clerk advised that copy of notice was given to highway department. Letter of resignation was received from David
Costanzo for his position on the Planning Board effective immediately. Greater Galway Community Service Association
budget dated March 7, 2006,
was available for review by any interested person. All Town Board Members received copies of the
following information: Dog Control
Officer’s report for March 2006.
Assessors Report dated April
11, 2006. Letter from Galway
Public Library President, Arlene Rhodes requesting comments from Town Board on
redistricting of Library. Arlene also
sent correspondence advising Town Board that Mary Brisson had been appointed
Library Trustee to fill the vacancy of Jeanne Frank, term to expire 12/31/08. Town Clerk advised that Mary Brisson had
already completed her oath of office for this appointment. Complaint letter was given to all Board
Members from Shirley Motyl of Greens Corners Road regarding a dog issue.

Floor - None.
COMMITTEE REPORTS:
Public Safety/Building & Grounds – No Report. Library
– Alissa Oakley stated that Story Quilt Project is holding workshops at Library
for public every Saturday in April, starting at 12:00 noon. Library will hold two programs for children over
spring break next week. Tuesday, April
18th at 1:00 p.m.
“Learn to Draw Comics”, and Thursday, April 20th at 4:00 p.m. “Make your own
Bracelets”. Registration is required for
both programs. Library will hold a
perennial exchange on Saturday May 13th at 2:00 p.m.
Supervisor Hargrave questioned if anyone who entered meeting
after Privilege of Floor would like to speak?
Sheldon Stanton advised Town
Board that he owned property on Fishhouse
Road and was requesting clarification on how process
worked for going before Zoning Board of Appeals. Town Board advised that applicant would submit
a building permit in to Building Administrator; Building Administrator would
then deny application due to zoning regulations. Applicant would then submit a zoning
application to Building Administrator and he would forward that to the Zoning
Board of Appeals. Town Clerk gave Mr.
Stanton a building permit application form & Zoning Board of Appeals
application.
COMMITTEE REPORTS - Assessor
– Tracy Killeen advised that there were 25 new homes in town. He has begun the process of measuring these
homes. Tracy had 15 photos for Board to review. He advised that most of construction was
modular homes, two homes he considered mansions. Historian
– Phyllis Keeler stated that her office continues to work on their History
file. New office is looking good, she
has files ready when office is completed to be transferred to new
building. Supervisor Hargrave stated
that he and Jim Andrus would be going to purchase floor tile and baseboard
Thursday. Property – No Report. Public Affairs – Councilwoman Sutch
stated that she attended Monday’s meeting at County on Open Space. This committee is continuing to produce great

. On a Town level, Councilwoman Sutch
stated that the Open Space Committee is holding a workshop at school on June 8th
from 6:45 p.m. until 10:00 p.m. with a number of speakers
lined up to discuss open space issues. Councilwoman
Sutch stated that Town Board discussed in zoning workshop the need to help the
working landscape of Town. The Board was
very pleased to find out that the Lions Club will be sponsoring a Farmers
Market this year, which they believe will help the working landscape of the
Town. County &Town – Supervisor Hargrave went into discussion
regarding upcoming project in Malta,
“The Moving Wall” will be on display from June 7th thru 15th. Adult volunteers are needed for this event. On Town level, year end report is completed
and will be available for review. County is working on an emergency fix of radio
system. Supervisor Hargrave introduced new
Highway Superintendent, David Costanzo to audience. Highway
– David Costanzo, Highway Superintendent advised that in March the Highway
Department began to cut brush on Town roads.
There was considerable damage after a wind storm that required highway
cleanup. Roads have been posted for
4-ton weight limits. Holding tank has
been installed for floor drain in old highway building. So far in April, Highway Department has
completed the sweeping of roads of winter sand.
They have begun to cut brush and remove the stone wall at ball
field. They have begun removing snow
plows from trucks. Maintenance
has begun on equipment for next snow season.
They are getting ready for summer road maintenance & paving. Supervisor Hargrave discussed ball field
project.
LIAISON REPORTS: Youth – No Report.
ZBA – No Report. Senior
Citizens – Councilwoman Sutch stated that seniors had a speaker from the Bottle Museum
attend their March 16th meeting.
Jan Rutland gave a fascinating history presentation on bottles. Councilwoman Sutch recommended that audience
visit Museum in Ballston Spa. Senior
Citizens will hold their Cover Dish Luncheon on April 20th. Planning Board – Councilman Tillson
stated that Mary Jane Armer was scheduled for public hearing in April for a
2-lot subdivision on Birchton Road. The application of Ella Sherman/Donna Sowle
was scheduled for public hearing in April for a 3-lot subdivision on NYS Route
29 & 147. The application of Paul
& Susan Lent for a special use permit/site plan review for a horse boarding
business on Featherbed Lane
was scheduled for public hearing in April.
Negative letter from Town of Charlton
Planning Board Attorney regarding this proposed
project will need to be addressed before next meeting. The lot line adjustment application of
Theresa O’Brien, Thomas J. O’Brien & Heather O’Brien located at 2455 & 2467 Galway Road
received final approval. Theresa O’Brien
was scheduled for public hearing in April for a 2-lot subdivision on Galway Road. Carmen Gutto was in under privilege of the
floor discussing the application for a PDD discussed with Town Board and rejected
by Town Board for property located on Route 29 & Crooked Street.
MOTIONS AND RESOLUTIONS
Councilman Tillson made a motion, seconded by Councilwoman Sutch
to approve the General Abstract of Vouchers (A) dated 3/17/06 thru 4/11/06 for a total of $8,146.09.
All ayes. MOTION

Councilman Weed made a motion, seconded by Councilwoman Sutch
to approve the General Abstract of Vouchers (B) dated 3/17/06 thru 4/11/06 for a total of $3,895.71.

Councilwoman Sutch made a motion, seconded by Councilman Weed
to approve the Highway Abstract of Vouchers (DA) dated 3/17/06 thru 4/09/06 for a total of $13,632.63.

Councilman Tillson made a motion, seconded by Councilman Weed
to approve the Highway Abstract of Vouchers (DB) dated 3/17/06 thru 4/09/06 for a total of $4,459.99.

Supervisor Hargrave stated that there was no SL Abstract of
Vouchers. When bill was received there
was a $1,500.00 credit indicated
on bill. Supervisor & Bookkeeper
will work on this further
in morning.
Councilwoman Sutch made a motion, seconded by Councilman Weed
to approve the Supervisor’s Operating Statement for the period ending 3/31/06.

RESOLUTION # 24-2006
– Appointment of Michelle Morgan to Planning Board. On a motion of Councilman Tillson, seconded
by Councilman Weed the following resolution was ADOPTED: AYES

RESOLVED that the Galway Town Board appoint
Michelle Morgan to the Planning Board to replace David Costanzo, term to expire
12/31/08.

– Authorization for Supervisor to investigate the purchase of a folding &
sealing machine to be used for Town Newsletter.
On a motion of Councilman Tillson, seconded by Councilman Weed the

charged to Account #: A1910.4 Unallocated Insurance.
