OCTOBER 11, 2005

Supervisor Hargrave called the meeting to order at 7:30 p.m. The following Town Board Members were
present:

A motion was made by Councilman Topper, seconded by
Councilman Weed to approve the minutes of the September 20, 2005 meeting as submitted.

Communications – Town Clerk stated that Town Board
received copies of the following correspondence: Tentative Budget for
2006. County Planning Minutes for August 18, 2005. Dog Control Officer’s Report for September
2005. Information on upcoming workshops
from County Planning was given to Town Board,
Planning & Zoning Board. Letter from
Richard Lane,
President of Galway Emergency Medical Services advising that they will be
sending detailed letter on their economics and request for an increased budget
figure. Letter was received from
Saratoga County Chamber of Commerce requesting updated event information for
town for 2006; copies of this letter were given to all department heads. Correspondence from Saratoga County Planning
Board regarding Saratoga County Consolidated Agricultural Districts #1 & #2
Annual 30 day petition to be posted at Town Hall. Information was received from Saratoga County
Attorney regarding delinquent 2003 taxes on two land locked parcels in town, to
be foreclosed on by end of October if not paid.
Privilege of the
Floor – David Balbian thanked Town Board for authorizing their
volunteer committee at last month’s meeting the opportunity to meet here at
Town Hall. The group has not had had
their first meeting to date.
COMMITTEE REPORTS:
Library – A. Oakley stated
that Library will have two author visits in October, on the 18th
& 24th both at 7:00
p.m. Story Quilt performance
by Galway Players will be held Saturday, October 15th at 6:00 p.m. at the school. Library will hold a referendum questions
& answers session on November 1st at the Library from 6:00 p.m. to 7:00 p.m.
Historian – No Report. Assessor
– Tracy Killeen gave Board Members copies of recent sales in town. He advised that County Veterans Committee is
planning on recommending to Board of Supervisors that the three portion exemption
for Veterans be increased. Town can also
increase this exemption on town level; this would require a Local Law &
public hearing. It also looks like a
small exemption will be passed for volunteer fire company & Ambulance
Company employees. Town Board would also
be able to increase exemption on town level with Local Law & public
hearing. Public Safety –
Councilman Topper advised that on Saturday he came upon a minor accident on
Jockey Street & Ballston Galway Road.
He feels there is a visibility concern in this area. Supervisor Hargrave suggested that he fax
concern to Joseph Ritchey at county to rectify visibility concern. Councilman Topper also felt that sign needed
to be placed on Route 29 going west advising traffic of Benzal Road & Jockey Street. Supervisor Hargrave stated he would need to
send this request to NYS DOT. Property-
Councilwoman Sutch stated that property report was filed last month, is not due
again until next August. Buildings
& Grounds – Councilman Topper stated that rocks need to be removed from
inside the ice skating rink before weather changes. Grass & weeds are coming up under edges
of ice rink plastic; Councilman Topper is concerned this will make hole in
plastic. Supervisor Hargrave advised
that new pillars were in for outside Town Hall.
He also advised that newsletter is also completed. Councilman Topper questioned if all the
outside lighting was necessary at new highway garage? Highway Superintendent Hansen stated that he
could remove some of the bulbs. Public
Affairs – Councilwoman Sutch stated that she attended the Farm Tour held on
September 24th. They visited
three local farms and were advised of the following at each farm: 1) How the farm operated. 2) What
their farm produced. 3) Challenges facing farming industry.
4) What they felt government officials could do to help the farming industry. Councilwoman Sutch attended the first
D.A.R.E. meeting at school on October 5th. They were given an outline comparison of the
student survey completed in 2002 & 2004 regarding community issues &
drugs & alcohol usage. On October 6th Councilwoman Sutch
attended the senior meeting with 31 members in attendance. She was unable to attend the September
meeting of the seniors; they had two representatives in from the International
Guard base in Scotia for a second visit. Ruth Gerardi is trying to get a definite date
when the health clinic’s will be held for flu shots. County & Town – Supervisor
Hargrave stated that public hearings have begun regarding tower project. The town received its yearly one shot check
from the county from the fund balance at approximately $87,000.00. Supervisor Hargrave has suggested that the
Town Board use $50,000.00 to support the matching grant for Phase II of ball
field project. He would like to see the
remainder go towards a generator for the Town Hall building. Tentative budget is out, will discuss public
hearing date later in meeting. Town
portion of budget will go down for 2006.
Highway – C.W. Hansen stated that they were still working on the
final FEMA project. He explained FEMA
project to students. Once this work is
completed, highway department needs to help Providence & Milton out with some paving. Once this is complete, they will commence
with work on West Galway Road.
LIAISON REPORTS: Planning Board – Councilman Tillson
stated that Jane Cancio’s 3-lot subdivision on Sacandaga Road was approved. Revised application for Thomas Eletto for
subdivision on Route 29 was received, but applicant was not present. Donato Polsinelli received a 2-lot
classification on Jockey Street,
will be scheduled for public hearing.
Preliminary review of application of William Wielt, Jr. for a 2-lot
subdivision on Perth Road. A good portion of meeting was taken up by the
pre-submission conference request of Carmen Gutto for a Planned Development
District on the Corner of Route 29 & Crooked Street. Town Clerk advised that Mr. Gutto came in the
next day to obtain a PDD application. We
have no PDD application, so Town Clerk gave him a special use permit
application. Clerk also advised that
when he files completed application there is no fee schedule that addresses
PDD’s. Councilman Tillson stated that
Mr. Gutto is looking at creating a mixed occupancy on lot. He would like to have a couple of
professional buildings and a number of apartments or condominiums. The pre-submission conference of John
Curran’s for a special use permit to operate a horse training/boarding facility
on Bliss Road
took up quite some time. The applicant
has a 50 acre parcel on Bliss Road,
but doesn’t have a real plan of what he wants to do. County advised Planning Board that the
annexation of Kabula from April of 2003 was never filed at county. Planning Chair & his clerk will research
to see what happened with application. Youth - Councilman Topper stated that
the rifle team had started for the season with six new members. Karate has had six high school students
join. Soccer signup for fall started on
September 12th. The week
before soccer was to start they only had 70 children signed up to play, within
that week 100 additional children signed up.
They are thinking of expanding spring soccer to include 7th
& 8th graders, currently it is K thru 6th. Thanked whomever picked up old soccer balls
& and paint cans from shed. Youth
commission request some kind of sign to be put up in parking lot to eliminate
people parking all the way back to far drainage gutter. This makes it impossible to make a full loop
around lot. Next years expansion should
take care of this problem. They would
like something temporarily this year to take care of fall season. Culture program will do tickets again this
year for First Night in Saratoga. Councilman Topper stated that youth
commission had not received any further request for funding from the group
performing plays. Supervisor Hargrave
will check on this and get back to him with email. Looking into getting a few wooded benches for
field. ZBA – No Report. Senior Citizens – No Further Report.

7:00 p.m.

a motion of Councilman Topper, seconded by Councilwoman Sutch the following

Other Business
– Highway Superintendent suggested that Supervisor explain to students
difference between town wide & outside village abstract of vouchers. Supervisor Hargrave explained different
voucher to students. Town Clerk gave
students copies of all abstract of vouchers for their class use.

to adjourn the meeting at 8:27 p.m.
