COMMITTEE REPORTS:
Library C. DeJesus stated that the summer reading program
is in full swing with 128 children signed up.
Sara had set up 8 weeks worth of special programs for the summer before
she went out on maternity leave. There
is between 1 & 3 program scheduled each week for that 8 week period. Story hour is still held every other Monday
& Thursday. Summer residents are
also using library. There were 33 new
cards issued in June. Assessor
T. Killeen had copies of property record cards on recent sales for board to
review. Equalization rate has been set
at 85%. This level of assessment is
reached by averaging all properties in town, new homes; old homes; middle age
homes attached to land of all different sizes plus land parcels of different
sizes from less than an acre to 100+ acres; commercial properties and all
the other different type properties in town.
He feels that according to our 12 year old property assessment, that
these properties have not all changed in value in the same way to the same
percentage over the last 12 years and should be look at in a fresh way

Councilman Topper stated that he reviewed bid package. Building Administrator was on vacation when
bid package was received, he would like to have her review project. Councilman Topper will give Building
Administrator a courtesy call regarding this.
Councilman Topper stated that he has been down to the playing fields
many times and is pleased with the job the highway department has done. Public Affairs No Report. Highway Highway Superintendent
Hansen stated that they anticipate paving the first week in August.
LIAISON REPORTS: Planning Board No Report. Youth Councilman Topper stated that
the spring soccer program is over, participation was up. They are using a new format for the younger children
for improvement of ball skills. Family
Fun Day was very successful with over 400 people in attendance. Councilman Topper stated that he believed
they went over budget on food for this event.
Smoke house was on site for this event, which costs $75.00 per day and
was supplied compliments of the

overdue for payment; they have been signed by Al Blakely but need to be signed

Other Business
RESOLUTION # 32-2004
Authorization for Highway Superintendent to attend the NYS Association of
Towns, Superintendent of Highways annual conference. On a motion of Councilman Topper, seconded by
Councilwoman Sutch the following resolution was ADOPTED: AYES 4 NAYS 0
RESOLVED that the Galway Town Board
authorize the Highway Superintendent to attend the NYS Association of Towns,
Superintendent of Highways annual conference.

RESOLUTION #
33-2004 Authorization for legal notice on soliciting of bids for new
highway garage. Board went over proposed
project with Highway Superintendent.
Councilman Topper would like Building Administrator to have the
opportunity to review bid package to verify that it meets current building
code. Councilman Topper will contact
Building Administrator to make arrangements for her to review bid documents. C. W. Hansen stated board had time to make
any changes to bid package if needed before they were put out. Board discussed time frame with regards to
legal notice and opening of bids.
Highway Superintendent will work with Deputy Town Clerk on legal
notice. On a motion of Councilman
Topper, seconded by Councilman Quinlan the following resolution was

RESOLVED that the Galway Town Board
authorize the Town Clerk to place a legal advertisement in The Daily Gazette
for the purpose of soliciting bids from qualified contractors relative to
construction of a new Highway Garage in the Town of Galway, bids to be opened
on August 2nd, 2004 at 10:00 a.m.

Councilman Quinlan stated that the zoning review committee is still working. He continues to work with Mike at county getting answers to different questions.
