SPECIAL PUBLIC HEARING
JULY 22, 2003
GALWAY TOWN HALL

Supervisor Hargrave opened the Public Hearing at 7:00 p.m. for the purpose of reviewing the proposed Moratorium regulating multiple family dwellings within the Town of Galway for a period of six months.  The following Town Board Members were present:

PRESENT:      Supervisor George Hargrave              Councilman Michael Tillson
                        Councilman William Topper               Councilwoman Susan Sutch
                        Councilman Charles Quinlan

OTHERS PRESENT:  D. Cragnolin, R. Bryant & Deputy Clerk, J. Sivik.

The deputy clerk read the legal notice as it was printed in the Daily Gazette on July 11, 2003 and was posted at the Town Hall, Bank, Post Office & Library.  Supervisor Hargrave asked for any comments or question from those present.  Deborah Cragnolin & Robert Bryant both voiced their approval of the six month moratorium on multiple family dwellings.  Since there were no further questions or comments from the audience, the public hearing was declared closed at 7:07 p.m.

REGULAR TOWN BOARD MEETING
JULY 22, 2003

Supervisor Hargrave called the regular Town Board meeting to order at 7:30 p.m.  The following Town Board members were present:

PRESENT:      Supervisor George Hargrave              Councilman Michael Tillson
Councilman William Topper               Councilwoman Susan Sutch
Councilman Charles Quinlan

OTHERS PRESENT:  J. Sivik, Deputy Town Clerk.

Pledge to the Flag

The clerk read resignation letter from David Harrison, Chairman of Planning Board effective July 11, 2003. 

RESOLUTION # 42-2003 – Appointment of Richard Weber, Jr. as Chairman of the Planning Board on an interim basis and accept the resignation of David Harrison.  On a motion of Councilman Topper, seconded by Councilwoman Sutch the following resolution was ADOPTED:     AYES – 5        NAYS – 0
     RESOLVED that the Galway Town Board appoint Richard Weber, Jr. as Chairman of the Planning Board on an interim basis and accept the resignation of David Harrison.
     All ayes.                                                                 MOTION CARRIED

Board members discussed having a plaque done for David Harrison for his service on Planning Board.

RESOLUTION #43-2003Approval of Local Law # 1-2003, Moratorium on multiple family dwellings.  On a motion of Councilman Topper, seconded by Councilman Tillson the following resolution was ADOPTED BY ROLL CALL VOTE:
            Supervisor George Hargrave – aye                 Councilman Michael Tillson – aye
            Councilman William Topper – aye                 Councilwoman Susan Sutch – aye
            Councilman Charles Quinlan – aye
            RESOLVED that the Galway Town Board approve Local Law # 1-2003 entitled:  “Moratorium regulating multiple family dwellings within the Town of Galway for a period of six months”.
     All ayes.                                                                 MOTION CARRIED

Councilman Tillson made a motion, seconded by Councilman Quinlan to adjourn the meeting at 7:40 p.m.
     All ayes.                                                                 MOTION CARRIED
