SPECIAL TOWN BOARD MEETING
MARCH 5, 2002
GALWAY TOWN HALL

Supervisor Hargrave called the special meeting to order at 10:01 a.m.  The following Town Board members were present:

PRESENT:     Supervisor George Hargrave      Councilman Charles Quinlan
                        Councilwoman Susan Sutch
ABSENT:        Councilman William Topper      Councilman Michael Tillson

OTHERS PRESENT: C.W. Hansen, Highway Superintendent & M. DeFoe, Town Clerk. 

Abstract of Agenda

MOTIONS AND RESOLUTIONS

Discussion of Resolution # 15-2002 – C. W. Hansen stated that materials fall under the same requirement as equipment purchases when they exceed $10,000.  Providence and Galway were trying to do a combined bid on this but were informed by Audit & Control that bids needed to be done separately. C. W. Hansen is requesting that he be authorized to award the contract for this purchase to the lowest responsible bidder.

RESOLUTION # 15-2002 – Authorization to place out for bid the purchase of Portable Gravel Crushing and awarding of said contract for purchase to be made by the Superintendent of Highways.  On a motion of Councilman Quinlan, seconded by Councilwoman Sutch the following resolution was ADOPTED:  AYES – 3  NAYS – 0
     RESOLVED that the Galway Town Board authorize the Highway Superintendent to receive sealed bids for the purchase of Portable Gravel Crushing, bid specifications are available to any interested bidder at the office of the Highway Superintendent.  Sealed bids will be publicly opened and read aloud on March 21, 2002 at 7:00 p.m. at the office of the Superintendent of Highways at the Town Garage located at 5910 Sacandaga Road, Galway.     
     All ayes.                                                                  MOTION CARRIED

Other Business – Discussion of Resolution #16-2002  – Councilwoman Sutch stated that Marian Walsh had obtained a 4.7% below prime rate from Bill Bennison at Ballston Spa National Bank on Refinancing Town Hall; Central National came in with 5.35%.  Marian had suggested going with Ballston Spa National Bank since we already have a relationship with them, they are our local bank and closing costs would be less for refinancing since we already have current loan with them.  Town would be saving just under $30,000 with this refinancing.  Councilman Quinlan stated that the Fire Department refinanced their fire truck with Central National and received a rate of 2.7%.    Board discussed this and determined that there must be other factors as to why Fire Department was getting such a low rate.

RESOLUTION # 16-2002 – Authorization for Attorney Walsh to proceed with the refinancing of the Town Hall using Ballston Spa National Bank at an interest rate of 4.7%, term of loan to remain the same with final payment in 2012.  On a motion of Councilman Quinlan, seconded by Councilwoman Sutch the following resolution was ADOPTED by roll call vote:  Supervisor George Hargrave – AYE    
Councilwoman Susan Sutch – AYE      Councilman Charles Quinlan – AYE
 RESOLVED that the Galway Town Board authorize Attorney Walsh to proceed with the refinancing of the Galway Town Hall using Ballston Spa National Bank at an interest rate of 4.7%, term of loan to remain the same with final payment in 2012

Councilwoman Sutch made a motion, seconded by Councilman Quinlan to adjourn the meeting at 10:08 a.m.
